I sometimes have county customers who have no GIS departments and don't even know where to begin obtaining data for their county, or getting a GIS program started.
When someone asks 'how to I go about obtaining data if I don't have a GIS department' or 'can I outsource our GIS needs?'... what would be a meaningful response?

Search the area. The fed is trying to make available 1-3m pix/30M DEM based ortho. Not the best in the world, but a good start. Then have them train someone to register and georeference their existing tax maps to that. Better than most counties have.
Outsourcing is EXPENSIVE. Hire some struggling GIS monkey to whip it all into shape. That's how i got my start. Now got a perty darn good job for the state of GA.

No, I'm not trying to get at your "Dusty nipples". ;-) I truly think that GIS is simpler than people fear and would like to help make more municipalities and countiy govts. more self-sufficient in creating and maintaining their GIS info. Ultimately, I would like to see my state (Georgia) have a public access, real time consolidation of all county government self-maintained GIS for web distribution. I have some secrets on how that might actually happen. Shhhh... ;-)
